Luke Cage has years of feats backing him up so he wins by default.

Although Carver withstanding direct hits from Wolverine's claws was impressive. Yeah I realize that when Wolverine went for Carver's eyes he cried out in pain but I didn't notice any blood. I think he was just startled because when we see him on panel after that there's no sign of any damage to his eye.

Looking back I think it was his tattoo. Look at where Wolverine slashes him, the 'red lines' were already there because it's his tat.

They never fought, so no.

Unless you want to count non-616 stuff. Then yeah, he cut him and killed him.

Cage is one of those guys that's powered by plot.

Somehow, Gargan can't penetrate his skin with his tail, but bloodies him up with his fists.

Yet, he'll do way more damage to Iron Man then Danny will, or to Doom then Hulk.

Different kind of damage.

Easy to make someone's nose bleed - technically, Gargan's punch still didn't pierce Cage's skin there. Just messed up his cartilages, which apparently aren't nearly as durable.
