On his best day, Kueller stomps, on his worst, Dooku wins.

On any day Dooku wins.

Kueller as of his fight with Luke obviously wins.

Ya - Luke would.

But Kueller fought an injured-Luke - and Dooku was considered to be the greatest swordsman in the Order, closely behind Yoda.

I don't think Kueller's Down Syndrome helps him against Dooku's skill.
