Turles initially registered Goku's PL at 30,000 "and skyrocketing", and seemed about equal to him. Then Turles took a single bite from a single fruit and became powerful enough to effortlessly stomp KKx10 Goku, whose PL would have been upwards of 300,000, with a few strikes. That being said, I'd wager Turles was already approaching 1st form Freeza's level(PL=530,000) after that one bite of fruit. Give him a few more bites(nevermind the entire fruit) and he'd certainly be beyond 2nd form Freeza(PL=1,000,000+) as well, imo.

A whole fruit seems a little too much for Frieza. When you take in the fact that he held his own with KK Goku, should definitely make this one-sided in his favor.
