Eclipso with the full power of the heart of Darkness is nearly feat less. there is a LOT of IMPLIED power but very little to substantiate it. he should be non jobbing Spectre level. this makes it really impossible to call IMHO

How did DS trap his soul?

Eclipso did stalemate Spectre in Countdown to Mystery. it was Crispus, but still.

Eclipso powers level fluctuates way too much

I remember she was crazy powerful in Day of Vengence or JLA

Not so much in some other appearances

The heart of Darkness is the crystal that Eclipso's soul was imprisoned in. It was shatered into shards. Most appearances of Eclipos are of a single Shard possessing someone with only a small portion of the full power of Eclipso (who was the wrath of old tesiment god before Spectre when god wrath was nore severe). There are a few appearances where he has gathered a few crystal shards, hense the fluctuations

Eclipso with the Heart of Darkness is the full powered original Wrath of God (before Spectre was chosen). He should stomp here.
