Strategic (Prep/plan to defeat cosmic threat)

Straight manipulation of others

The Maker

Where Marvel is concerned, Round 1 is the only one that might go to someone else, only because Maker doesn't typically lead a team.

In DC it'd be Lex.

Constantine, Man Who Laughs, Lex, and Joker are the best strategists.

Haven't read much of Maker but seems.overselling a bit here

Maker is good, but he doesn't hold a candle to Roberto da Costa.
