These two are probably the only characters in the MCU films who have displayed any real notable mental manipulation abilities, so I thought this could be interesting.

Both opponents start, facing each other, with a hand placed against the other's forehead. On the count of three, they each launch a mind whammy at the other one. Who comes out on top?

I'd give it to Loki for the simple fact that he's way older and have faced more adversity and loss... which should make him mentally tougher.

He was also able to put a mind whammy on a fully resisting opponent in the middle of a fight (Valkyrie) whereas Wanda snuck up on those she mind whammied.

And though we don't know how exactly he did it, putting a long lasting mind spell on Odin is more impressive than any mental manipulation we've seen from Wanda.
