I've been reading Carol on and off (mostly off) since she made the transition from Ms. to Captain, but unless a significant amp came with that position, he should beat her I think. Her flight and blasts give her a ranged advantage, but even with it, I'd still bet on him.

Aquaman is winning this every single time but Carol makes him work for it.

She also got beaten by him.

Aquaman is a street leveler, he can't take her.

Carol has the air advantage, all sorts of powers, and decent durability. With that said I believe that we would see her lose here like she did when she fought against Namora. Arthur however does not need water to buff. Should be a good fight though.
