Atom is a bad match up for speedsters so really he can take Jay at least some times.
Jessie as Liberty Belle is seriously lacking feats, she was much better when she got her speed back and had both parents powers (really wish they'd also giver her her moms sonic powers from All Star Squadron though)

Theres basically only 3 sure winners for JSA and the number of times Jay or Alan can take a win isnt enough to not have it lean toward JLA
