There are TWO, TWO separate sentences here. I have underlined one, and emboldened the other.

They refer to TWO, TWO separate incidences. But, as my italicised sentence says, it was the same Wally in BOTH incidences - this italicised sentence ties both the underlined and emboldened sentence together.

However, as YOUR post only mentioned lightspeed travel, I said it'll be in the BZ. As my definition says, 'will be' refers to the probability of something.

Zoom with time manipulation wasn't really fast, he was disconnected from time. So what does that really show??

The only reason Wally couldnt keep up with Pre 52 Zoom was because that Zoom had Time Manipulation. Rebirth Zoom has Speed Force. And Wally was always fast enough to vibrate.
