I think ocean master might have a shot. The city of Atlantis is supposedly super dark, but atlantean can see with their fish eyes. Given their superior maneuverability, and step would be fighting blind, I think he has a shot

JL made it pretty clear that Step is tier or two above an. atlantean or amazonian

And a tier or 4 below a Kryptonian.
