Besides, BA and Shazam have always been portrayed as the same level, And king Shazam got power-ups

He wanted his people's prayers because he wanted them to solve their own problems without always relying on him, not because he needed them.

The lesson being that they are strong and wouldn't give up (soldiers etc).

The trap was his idea in the first place, so highly doubt he created a trap that he wasn't sure would work lol.
