Can Hercules complete all these tasks necessary to win?

Hercules should win as long as there's no prep involved.

Diablo could use an air elemental to suffocate and incapacitate Herc and he has the tool to keep the distance

If Hercules gets incredible and metabolizes like a metamorph even pinned by elements he would be able to utilize bone density to give him in effect a space suit on the moon ability.
Diablo would be caught red handed.
