Manhattan was casually above myx in power he toyed with everyone and everything. He showed almost zero effort in everything he did even at the end when he remade the universe zero effort.

Manhattan oversees entire DC cosmology from begining.
Brothers are only part of DC cosmology, probably Post-crisis era.
So, manhattan will win.

But, Doesn't Manhattan have the power to reset DC omniverse?

Manhattan was beyond the dc multiverse he has already seen the future of Dc as he pointed out to superman he noted new crisis ,new villians, new threats. Even the current story with perpetua meant nothing to him.
