Going with Mxy.

Cosmo and Wanda (especially Wanda) have defined limits in regards to Da Rulez. Also they can't kill, I think they are universal. Him is probably like abstract level. I think he's about as powerful as a few hell lords. Genie can't kill, and his feats are Galaxy level at best imo... maybe universal given his high ends like palming the earth, transforming the sun.

Mxy is on a whole nother level. He wins
