Can Sandman manage anyone with his power?
If Sandman can bond his sand to someone by embedding it he could create a black hole when he pulls out the sand pellets.
Then his enemy would implode.

I see no reason why Sandman couldn't control the sand in Magneto's head.

Sandman should be able to pulsate and get inside a shield. One grain of sand would be enough to cause Magneto's house of cards to crumble.
