Could the Penance Stare work on these characters?

This is the list:

Why would it work on Joker? His hyper-sanity would protect him, wouldn't it?

It should work on everybody except Joker, Doomsday, and Atrocitus

The only person it shouldn’t work on is DD since he has no soul to punish. The stare doesn’t care how twisted or insane you are, you have a soul, you’re getting punished.

DD certainly wouldn't be affected since he has no soul, Not sure about Lobo and Joker

The Joker is probably the only one that would enjoy the stare.

Wait, sorry, I feel like I have conflicting info about it. Is it that your own guilt or shame is turned in to a weapon against you, or does your own guilt even matter, and it's just all the pain you've caused used against you?

Depends on the Rider and on the writer.

It's supposed to make you feel the pain you've inflicted on others, yes.

The guilt part matters sometimes, as shown with Frank or here:

Point is, it has failed numerous times, so I never understood why "fans" on KMC like to pretend it's some instant-win superpower.
