Ik people might think it's a dumb question, but IMO Objectively, based on skill sets, this goes either way based on setup.

Batman wins a close quarters h2h match, Frank scopes him or blows him into oblivion with weapons. Frank has beaten FAR better than Batman. Like cmon lol

idk if Bruce is going far enough to stop Frank. Daken was eviscerating him and surgically removing body parts but Frank still fought a long time. Talon beat guano down Bruce's legs and made him flap back to his cave with shit and blood on his cape. Bruce is far from unbeatable.
