If this is Sidious from the latest movie he absolutely slaughters. Depending on the starting distance, even Prequel or original Palpatine could zap them from the start.

Technically both force users should be capable of quick neck snaps.

Though they might be vulnerable to possession if they snap Tommy's neck. Unless all his phylacteries whoops horcruxes are destroyed.
