As we can see here there are 4 arrows traveling straight at him before he even has the bow or arrows in hand. By looking at the picture it's safe to assume they're somewhere between 10-30 feet away at that point, but to avoid stretching the feat too high and guarantee a safe judgement on it, we'll assume it's about 30 feet. Now at that point he picks up his bow and 4 arrows and proceeds to shoot all 4 of the incoming arrows directly out of the air while they're still about 5 feet (probably more) from him. That means he did it before they could even travel 25 feet:

to avoid excessive highball, we'll assume they're traveling at an average rate rather than an extraordinary speed.
An average bow shoots arrows at about 300 fps. Now if they're traveling at 300 feet per second, and were 30 feet away, that would mean that in a 10th of a second he was capable of picking up his bow and 4 arrows, drawing them and firing them with severe accuracy. With all that being said, I think it's safe to say he'll be capable of a fire rate of at least a few shots per second. And that's using a low assumption rather than the high:

Not to mention Bullets aren't sharp, they're blunt shot at a high rate. Kevlar is a woven fabric with high tensile strength, useful for stopping a blunt bullet, useless against a sharp arrow that cuts through the fabric

I think this is an interesting fight, can hawkeye shoots arrow faster than bullets though, because a big part of arguments based on that

I always think archer has a disadvantages versus shooters due to the speed of their projectiles. regardless of how versatile their arrows are

Clearly it was artistic expression. At no time was it meant for Hawkeye to be a speedster there.

Even so, this would be an outlier. Unless you are of the type that takes the highest feat (regardless of being an outlier) as the level a character will fight at in a forum. Is that the case?

Do you have scans of HE reacting to a speedster like Boomerang?
