Who beside Mantis is quick enough as a street level/martial artist from either Marvel or DC?

As someone already mentioned, it seriously depends on the LEVEL of Speedster one is talking about.

For lower-level speedsters, people with high levels of skill/timing and/or advanced sensory capabilities and/or lower-end reality-warp/luck powers can affect them. Eg, Batman/Wolverine; Spider-Man/Midnighter; Domino.

For higher-level speedsters, no Street character should be able to nab them. They are simply too fast and have too many options of adjusting (eg trajectory) that no amount of timing would work, sensory perceptions would not be processed fast enough, and luck powers would need to be on the more powerful side.

But in comics, Batman can stab Reverse Flash in the foot and Deathstroke can punch the Flash. In comics.

In KMC, no Street should ever be a threat to high level speedsters

Mantis isn't a street.

And Karate Kid, obviously. Has better feats against speedsters too.
