Can Sidious heal Maul's mind like Talzin did? Can he dematerialize himself? Create a weapon out of thin air? Make someone else invisible? Can he replicate Talzin's voodoo ritual, which could have effortlessly killed Dooku?

What has Sidious ever shown except lightning and the ritual he attacked Yoda with(which needed Dooku's assistance)?

Probably by the time of TROS I doubt those magiks would even phase him and we know Mother Talzin taught him some magik as well. Mother Talzin's powers were certainly good but their usefulness against Palps calibre opponents? Not sure..

But no, Talzin's Dathomirian magicks and Palpatine's dark side abilities are treated as entirely separate usages of the Force:

Cool! thought i will get your take on this as i wasnt sure reckon that when MT and Sids fought reckon they were evenly matched power wise ? ie the Force lightening they both projected it seemed to be even distance from them both !?

I would say Palpatine is more adaptable to situations in the Star Wars universe. If it's a competition over who can throw the more unique powers then Talzin wins.
