Both start fresh, but Goku is not there to aid Gohan in any way.

People will always be split on this.

Personally I think they were peers, with perhaps an edge to Cell... But if Gohan digs deep and taps into that latent potential(which was ALWAYS hyper-wanked in Z), he surpasses Cell.

Without Goku there to push him, I doubt it.

And Vegeta also wouldn't be here to distract SPC with a blast.
