And since we know that Russia spent less than $500,000 on the 2016 presidential election and almost every major European country spent millions, you have to wonder how honest the "Russian interference" narrative to begin with.

Hint: It wasn't honest at all and anyone in the Cybersecurity community, working for the government, knows exactly how much countries like the UK, Germany, France and Israel spend on lobbying and US Politicians.

Yup. That. The intelligence committee has 15 members. 14 voted for the content in the report. 1 did not because the report did not very clearly outline that Trump was not involved with colluding with Russia.
