When Thanos got his hand on one he started to absorb the various cosmic beings. Starting with Death.

The next time we see him he has had further absorbed the Stranger, Master Order, Lord Chaos, Kronos, Master of Hate, Mistress Love and the Infinity Gems.

So to answer your questions.
The Astral Regulator doesn't make the wielder powerful by itself, but it allows the wielder to destabilize reality and gain power by absorbing the various cosmic abstracts. Which made Thanos stronger than the One-Above-All and by extension any particular artifact.
DC tends to have its power confined to beings rather than artifacts, and the only versatile artifacts I'm aware of is the Motherbox, which is a Cosmic Cube rip-off, and the Worlogog, which is a interactive map of space-time. But I'd consider them to be around the level of a Cosmic Cube.

How's mother box a CCU rip off? Also Worloggog is more powerful than CCU.

The Worlogog grants the wielder some degree of control over space and time. Compare that to the Infinity Gauntlet which grants not only complete control over space and time, but also various other facets like the mind and soul. And the only motivation for it being more powerful than the Cosmic Cube is because we're explicitly told that is the case.

Mother box is not a wish granting machine though.

Except Worloggog gives complete control over time and space as well. Extant has used it to completely wipe out an entire universe and create a new one in its place with entire different rules of reality and that was with an incomplete Worloggog. Hourman has used it to freeze a big bang in its place.

Neither IG or CCU have ever done so.

What Darkseid says is irrelevant. Miracle Machine rewrote entire DC multiverse, sphere of gods and even Monitor space with just a wish.

That's more powerful than even HOTI.

if we talking strictly artifacts there is nothing in marvel or dc more powerful than regulator

if you change the question from anything to anyone there are a lot of people who are more powerful

Miracle Machine is artifact to change the narrative of DC universe.
So,If Regulator can't change the meta narrative of Marvel omniverse, Miracle Machine is more powerful because it can change DC omniverse on most fundammental level.
