If yes:

Not sure if they'd beat, but no gear helps me.

If no, and I can use the meta tier (where Batman and Cap are), then:

Creeper
Longshot
Wolverine
Deathstroke
Domino

No Gear and you dont have to strictly follow our tier list they just cannot be above Captain America in strength.

Lol , true on Creeper(especially his hair...).

I should swap Logan and Creeper out for Ambrose Chase and Ghost

But that's starting to creep up the tier list. I originally wanted Judomaster in there as well.
