Neither is close to being his greatest, but the chain breaking is the better one. The planet breaking is impressive for Superman through context of the feat, not that it's planet breaking.

The chain one is obviously superior. Like, it's stellar level. That's better than a casual planet denting feat.

Overall, breaking space and time, shaking the phantom zone, defeating death, lifting the boip, etc could win.

Destroying a planet while in a depowered dehydrated state by jumping off of it.

In earlier panels in the issue, and in panels from previous issues 19 and 20, the entire spaceways are blank black with no debris before Superman and he start fighting. This is because the entire galaxy was cleared out to be a prison for Superman.
