Vaapad doesn't counteract Juyo. It's just a further refinement of Juyo.

Neither can be said to be more powerful or effective, since Juyo itself is heavily personalized depending on the user. There is not standardized version of Juyo. It's always built off of the various preferred styles the individual user emphasized beforehand. Since that's the case, no two Juyo users are identical in their practice of the form, so it's impossible to just declare Vaapad is outright better.

For example, Depa Billaba's use of Vaapad was very different from Sora Bulq's, whose use was different from Mace Windu's. And each of their respective uses of Vaapad was also quite distinct from Darth Maul's use of Juyo, who was also radically different from Rahm Kota's use of Juyo.

When it comes to Form VII, you can't just look at the form being used. You have to look at how the individual users applied the form to draw any sort of conclusion.
