Why did the officer think he could get away with it?

Basically because he was a copper.

They guy that died had no children, and his next living heir was his 75 year old half-brother. The officer, Konashewych, had the help of a woman working for Office of the Public Trustee and Guardian, Adellene Balgobin.

It's unclear what their relationships is, but the article says Konashewych and Adellene definitely knew each other beforehand. They probably figured their target was a guy no one would really bother making a fuss about: no children, no spouse, and no close relatives it seems. They thought they'd could submit the fake will, obtain the estate, and maybe flee the country before anyone would notice.

Konashewych and Adellene Balgobin sound like epic, high fantasy character names, like from the Malazan series or something.
