To have a serious answer for Luke Cage in the 4-6/10 range, I dunno. I don't think he'd have that close fights with many chars that aren't directly his villains or something.

I'd be tempted for Hawkman or whatever, but we'd have to ignore all of his very good showings/abilities and assume he fights like an idiot.
