Batman is technically a street and he rapes heralds.

Deathstroke is a meta, but he still can be interpreted as a street level character, as that's where he operates most often.

Same with Black Canary.

What if I add Silk, Miles and Classic Venom to parker's side?

Then their chances become much better, mainly because of Venom. But Eddie is still vulnerable to pressure point attacks.

"Street Tier" is a very broad term. They also tend to be the most capable of all superheroes.

I could see Team Spider trying to web up DC streets - which is a good tactic, as long as DC team doesn't bring any of their toys to the fight.

DC has several not powered people who could potentially solo Spider-Man due to their intellect and resources, Batman, Mister Terrfiic, Toy Master, Lex Luthor, Riddler, Ozymandias, to name some.

Every non powered character and Peter gets curbed.

Yeah, that's why I suggested some extra rules - taking the metas out of equation and disarming the "gadgetmen".

Of course it's a total spite match if they're allowed to have their gear and resources.

If the gadgets make them iron man level then it's out. I'll allow meta abilities though.

Okay, how about this. In a scenario where spiderman has to fight every street level dc character in h2h one at a time. Who could bring him down in h2h only, no powers or weapons for both parties.

No powers, so no Spidey sense or agility or strength etc?

Almost all of them, tbf. You're putting Spidey up against (mostly) powerless guys who still hang on teams with heralds etc (for example, Green Arrow). They have to rely on their skills to survive.

I meant not powers for the street levelers. I'm trying to make a scenario where it's spidey with his strength, speed and spidey sense vs DC street levelers with only h2h. I'll include traditional weapons like swords, katana, escrima sticks, staff, etc for the DC guys only if it's standard equipment. But no meta abilities like Black Canaries sonic scream or crazy equipment like Batmans.
