Going off of Supernatural Encounters, the Bedlams. Celestials are a somewhat higher order of spiritual being than the Bedlams, but the Ones are kind of like the Istari, they're degraded mortal versions of their Celestial selves. They shouldn't be able to measure up to proper divinities.

I haven't read the "SE" stuff, but I know the Bedlams were originally described as "omnipotent" in one of their entries, which is a claim no other characters in SW can make.
