Jorak has the edge with Force abilities, Ventress obviously with saber skills, since she fought more combatants compared to the former, just being holed away in a tomb.
Although it should be noted Jorak did face a powerful Revan, seeing as Canonical by Bioware, Korriban is the last place that he goes to. That and being backed by Mekal(for whatever that's worth).
Still I'd give the edge to Ventress, mainly because she's fought more a diverse cast of noted and talented lightsaber combatants from Obi-Wan, Anakin, Windu and others in the EU.
Still despite being insane, Jorak Uln is a powerful Sith Lord and severed under Kun, fighting in the Great Sith War. The guy has some pretty powerful Force abilities, if he can use them well enough, he can win this, though if kept to strict dueling, Ventress can take it.
