In NYC.

Winter Soldier has defeated Hawkeye and sliced his arrow in mid-air with a knife. He stands a good chance here.

Green Arrow. Keeps him at bay and wins the majority. Otherwise, Winter Soldier if he manages to get close.

Why would long range benefit GA? AFAIK WS has guns, no?

Okay, thought WS has his cybernetic arm only. NYC starting environment does give GA an advantage unless they start off with no obstruction between them.
