Two femme fatale villainous assassins goes into a fight.

Fight takes place on the streets of New York City. No prep and prior knowledge for both fighters.

Both fighters are in character. Both has their standard gear.

Both also can use nearby objects (such as glass bottles, bricks, trashcans, etc) as an improvised melee weapon.

I know nothing about her, honestly. But I know Lady Bullseye has defeated Daredevil and Black Widow (in their first fight. Although BW fans claims "it was a draw/stalemate", but actually Lady Bullseye was in position where she could have killed Black Widow, who was knocked down, but the end of a fight was interrupted).

Cheshire feats?

At one point Cheshire was making the whole team of Red Hood and the Outlaws look stupid. The lineup included Starfire, Arsenal, and Red Hood . It was her teleportation tech that did it.

Okay, looks like post-Flashpoint Cheshire wins. Lady Bullseye is decent, but she hardly would do anything against teleportation.
