Physically they are equally enhanced (HC having a significant edge in agility and maybe speed by a small margin. Patsy however has a lot more showings and has shown a lot more skill.

So personally I wouldn't say it was.

Yeah. they're pretty even. But I think Dove is overall quicker (dodging Speed Queen and Black Lantern). During the fight with BL, she stated that she can recognize the patterns of events, which is why she evaded him so easily.
