This is current MUI Goku (silver haired) from the manga. This is Merus when he was an Angel going allout (he doesn't get his staff)

I think an argument could be made that MUI Goku was roughly on par with Merus during the Moro arc(or at least very close to that level.) So he's probably stronger than Merus to some degree now.

The problem is that I'm not sure if Goku could actually beat Merus before MUI burns him out.
