Vulcan should, Storm would.

Yes, Vulcan should win rather easily without there being some sort of special circumstances, but in a comic Storm would probably win due to bad writing.

I reckon she throws a giant lightning bolt at him (because comics) and he takes it like Yoda with Sidious' lightning.
