The only limiting factor on Jay's speed is his possibility of having a heart attack when his pulse gets to high. Having Logans HF takes that away and allows him to match the faster Flashes with greater smarts and experience plus admantium bones and Logan healing, senses, agility. He has shown the ability to speed steal but reluctance to do so for moral reasons (stealing Suoes speed felt like cheating). Amalgamating with Logan's character would also overrite that.

Imp + admantium bones + speed steal + Logan HF with flash speeded metabolism

Jay is honestly the best flash

Captain Marvel with a gl ring woukd be an op force. He has courage, will and clairvoyance of the gods.

The most "dangerous" would be Logan with JG speed tho imo.

Superman+Silver Surfer although it could make Supes weaker.

Lobo+Silver Surfer would be a nightmare.
