Hawkeye has a considerable larger arsenal and better range. He will win at distance. Close up Legolas can win

Hawkeye has a better arsenal but Legolas has better agility and quicker reflexes, so it depends on if Legolas can close the gap before Hawkeye can tag him with an explosive.
