The lasso works on PS and most of the being here has super speed. Tie him up at super speed, fight is done.

They lose individually and possibly even as a team. He operates on a higher level. Unless DC allows Superman the ability to hurt him, which would kind of ignore his physical nature.

I said the team. They would have to work together to do it but they have the speed showing to tie him up.

With the exception of Batman, all these opponents are more likely to beg/invoke/conjure Phantom Stranger for assistance than actually deign to fight him.
