14 is the youngest age at which you can register. We have a couple of that age here. Obviously there is NO CHANCE WHATSOEVER that anyone younger has joined and lied about their age... NONE.

But about the minimum age thing. Surely it should say "I am over 14 years of age", cos you can be over 13 but not yet 14. Also does the American law only hold in America, for Americans? Could a 13-year-old British kid sign in to a British site?
