But YOU will respect Hwoarang because he's a badass!!!
Some info first (thanks wiki).
Hwoarang is a student of Baek Doo San and well-versed in the martial art of taekwondo. He used to gamble in street fighting. His fellow gang members would lose matches, then Hwoarang would step in and beat the crap outta everyone.
Hwoarang is a tekken top-tier. What makes me think so? Well, he's the only character that not only didn't get his ass handed to him by Jin, but fought him to a draw. And it was the first time in Hwoarang's life when he didn't win a fight. So that draw was a personal insult to him and he ended up chasing Jin all over the world to get a rematch.

Hwoarang's a selfish son of a b!tch, he doesn't give a f@ck about anything and doesn't respect anyone, except maybe his master - Baek. He rides a bike looking for a reason to fight someone and he could never accept defeat.
Hwoarang enters the King of Iron Fist tournament 3 but is drafted into the South Korean army before he gets to Jin.
One day, Hwoarang hears that the king of Iron Fist tournament 4 is announced, thinking that it's his only chance to face Jin, Hwoarang slipps out from the military base and enters the tournament.
He defeats all his opponents but near the end of the tournament he's arrested by the Korean military before he gets to fight Jin Kazama.
After he's done with his military service, Hwoarang once again enters the king of Iron Fist tournament. There he defeats Steve Fox, and meets his master - Baek Doo San, who was concidered to be dead at the time.
