The inferior brother of Gill, he tried to claim the leadership of the organization. However, when he finally succeeded, he learned that there is an Emperor outranking him. And yes, that is Gill. Now he still tries to overthrow Gill, by creating his own army with the G Project. He kidnapped one of the children Chun-Li looks after, which made her return to the fighting scene.
