They are fighting to the death in New York city. They have been forced into a showdown, and the only way for one to survive is to kill the other. They can steal, or otherwise acquire, any other weapons and gear they have access to in the city, but they cannot leave the city. Neither knows anything about the other prior to the fight, and neither will receive any help from their former employers or other allies.
They start on either end of Manhattan island, knowing where the other is.
