Agent Romanov has received orders to bring Jack Bauer in alive. The Avenger's program believe he can be a vital asset. CTU discovers the Avenger's program and determine them to be a threat and dispatch Jack Bauer to bring them down.
Romanov finds Jack in L.A. and faces him. The fight begins. No rules, everything goes. Does the Avenger win or does the former Delta Force, ex-CIA and CTU Agent ruthlessly kill her.

There's maybe a 35-40% chance that Jack can snap her neck. Otherwise, she throws Jack in a chokehold , and brings him to SHIELD. She's far too agile for him to get a good hold of.

It's not that Bauer isn't good at H2H. Bauer is pretty much the God of Neck Snapping (including via running up a wall, and with his legs while handcuffed), and he has gotten into several H2H and melee fights in which he's held his own. He even was putting up a fight (able to kick a special ops soldier to the ground and tackle him while his hands were handcuffed behind him) after being stabbed 3 times and shot during Day 8, only failing to KO the guy due to the hand restraints. It's the fact that, while Jack is good, BW is way faster and more agile than him.
Dude I've seen the show. He's decent, nowhere near the level required to contend with top movie assassins like Bourne or Bond. Bauer has a good tolerance for torture but gets knocked out on the regular. Romanov will kill him.

I understand what you mean I'm just trying to say it's not like he's a novice at H2H. It's blatant that he's far slower than them (a byproduct of better/more expensive choreography that a TV show just can't afford)
