Quicksilver could go home, read about electrochemistry, prepare a mechanism to overload electro (like what spidey did), return to the fight and use the mechanism on electro. All before electro even gets the chance to blink.
There's no way electro is beating this version of Quicksilver
We clearly see Quicksilvers slight taps moving at speed impart enough kinetic energy to send full grown men flying. If he went full speed and punched/kicked as hard as he could a bunch of times at once. The cumulative damage happening all at once would be massive.
Quicksilver runs, gets a cup, runs to a water source/body of water, takes a cup full and pours it over electro over and over and over until enough water falls on him to short him out. Or something else to that effect.
Well apparently[SPOILER - highlight to read]: He moved fast enough to check the registration of the car that Xavier and friends rode in, which means he'd have to had scene the car's license plate, while managing to play ping-ball with himself. Then there's the Pentagon scene where he's fast enough to physically move bullets that have been already discharged to avoid pre-mentioned friends while doing a hilarious montage of running on walks, screwing with the guards, and even managed to grab a cap off of one of them.
For a solid time frame, the Pentagon feat is done in less time than it takes for Wolverine to draw his bone claws if that helps any
Quicksilver is that fast. A slight tap to the cheek while going at super speed sent a full grown man flying. A wedgie at the same speed yanked a man up into the ceiling. When he ran with Magneto there were like 20 or so guards in the hallway and him running past them caused a shockwave that flipped them all into the air. He's a beast.
It's fast enough that he could rack up hundreds of hits in seconds all with an impressive amount of kinetic energy behind them and once Electro actually feels the impact it'll be all at once.
