Clark had similar insane feats to Quicksilver back in like season 4-5. So yep, Clark at his most powerful definitely catches him. By the end of the series Clark was seriously powerful. He also actually used his speed well a decent percentage of the time. So in this case their rule about him not flying in the series was good because it showcased just how dangerous his speed can be.
