Hard to say. His ability to go through things was also tied to his momentum. When he had enough wiggle room to shrug his shoulders, he could easily tear through concrete. But when all his movement was restricted, the thick metal cuffs in that transport truck held him in place. He definitely had some degree of legitimate superstrength though, seeing as he could one-hand toss adamantium Logan well over a dozen feet through the air, and do so with fairly casual ease.
