Does Daredevil get his suit? I assume no billy club, seeing as it is H2H, but it is always vague how that applies to armour.
Either way, I'd give round 1 to Matt. Darhk was very underwhelming when he wasn't being amped by the idol. Oliver laid him out in the space of a few seconds (after Vixen broke the idol), and he even got his ass kicked by 2 mooks, while in prison.

Does the idol amp his stats? Since he should have those if this is season 4 Arrow, but it's been a while since I watched that season.

Well, it amped his strength. But the OP says H2H only, so I am assuming magical stat amps are off the table, along with billy clubs. But even when it was intact at the end of the season, he still ended up losing to Oliver. I know Oliver had that "white" magic going for him, but that only seemed to make him immune to Darhk's tk and life drain. I don't recall any evidence to suggest it actually lessened Darhk's strength. And Oliver himself kind of sucked in season 4. Even had trouble taking down people like Cupid, and would have been maimed and/or killed by some random rogue police SWAT woman, during the one episode, if Captain Lance hadn't intervened.

I understand, I had assumed it just meant no life draining/telekinesis magic.
But yeah, I'd agree that even with the amp DD can win.

Darkh has beaten or was getting the best of Sara Lance multiple times in Season 2 of Legends of Tomorrow. The same Sarah that beat Vandal Savage, Hawkgirl, killed multiple Samurai, and beat Malcom.

Yet to address LoS Darhk. But his combat capabilities seemed to have taken a serious dip after being dependent on his magic for so long. Do you see Sara getting beaten up by a pair of random prison inmates? I sure as hell don't.
Also, Hawkgirl is not the most impressive fighter, Savage was a friggin' joke by the end of his run (virtually everyone had laid his ass out at least once by that point), and Malcolm is horribly inconsistent nowadays (he's even struggled against Thea before). As to the samurai, by the end of s2, there were instances where Daredevil was taking on 5-6 armed Hand ninjas at once, and besting them all in like 10-15 seconds. And once Sara got her head out of her ass, she was matching Darhk, who needed saving by RF during the one encounter. Still, pre-magic Darhk was a lot more impressive, in terms of H2H, than he was in S4 of Arrow, so I think a fight between him and Matt would be a good one.

How? Darhk was rather pathetic without magic in Arrow S4 (again, he got floored by Ollie in like 5 seconds when his idol broke, and got the shit kicked out of him by two random nobodies, while in prison), but displayed much greater H2H skill during his pre-idol period.
