Since CIS/PIS is off, that means Anton isn't death incarnate, which means Tom wins all rounds.
Tom went John Wick a few different times through A History of Violence, whether it was with pistols, knives, or his hands. The diner, his front lawn, and William Hurt's house: all scenarios he walked into that were - for all intents and purposes - dead-on-arrival situation. And he killed his way out, with the exception of his son shotgunning Ed Harris in the back.
Anton got the jump on people or tricked them to kill them in close-quarters encounters, and only had one shootout with Lleweyen, during which he was injured.
Tom has the definitive edge in h2h and knives, and utilized pistols in shootouts on the fly, whereas Chigurh stalked with the silenced Mossberg.
But Anton has one legit advantage over Tom, which is durability but like you said Tom displayed better HtH feats and his fighting style is not the "traditional Action Movie Hero" but a style that relies on quick and super effective crippling strikes and Tom displayed superior strength over Anton (Tom overpowered and killed 3 gangster at once with his bare hands)

Anton did escape quickly after being shot by Llewelyn (messed up the spelling above something fierce) and was able to keep conscious and alert after the T-bone arm break at the film's conclusion.
Tom also had the foot stab in the diner, to which he quickly responded by fatally shooting his attacker.
This thread is making me want to watch No Country and A History of Violence again.
I still haven't seen John Wick 2 except for the opening car garage scene and a few snippets, but that's enough to give Wick a solid majority over Stall:
- Height advantage
- Takes plenty of hits from the Amber Heard assassin to his injured abdomen in 1 and the sumo-type dude in 2 and still wins the day
- Although he uses a mixture of gunfire and CQC in the sequences in his house and the club in 1 and from what I've seen of 2, he takes on more numbers and varieties of fodder compared to Tom.
